Legislation

As the youngest Chief Political Affairs Officer in the Philippine House of Representatives, serving a constituency of 400,000, Razel works on legislation and constituent services across human rights, displacement, peace, technology, and climate. The bills below were developed and advanced through her office.

Climate Education

CLIMATE LITERACY AND SUSTAINABILITY EDUCATION (THE KLIMA KURRICULUM ACT)

Institutionalises climate literacy and sustainability education at all levels of the Philippine education system, with appropriated funding. E-filed in the Philippine House of Representatives in May 2026. The legislative expression of eight years of classroom work. Climate Literacy and Sustainability Education Act (the Klima Kurriculum Act).

THE FIRST NATIONAL CONGRESSIONAL INQUIRY ON CLIMATE RISK VULNERABILITY

The Office convenes the working group producing this inquiry, the parliamentary companion to the world's first National Inquiry on Climate Change. Its interagency collaboration on urban planning and climate-and-livelihood vulnerability is a structural intervention in Philippine climate policy.

CLIMATE-RESILIENT CLASSROOMS

Directs inquiry into the hazards posed to Filipino children by existing classroom designs under the effects of climate change, and the construction, retrofitting, and rehabilitation of climate-resilient and climate-safe classrooms.

UNIFIED NATIONAL CLIMATE POLICY AND THE NATIONALLY DETERMINED CONTRIBUTIONS

Directs inquiry into the implementation of the Climate Change Act of 2009 in pursuit of a unified national climate policy and the fulfilment of the Philippines' Nationally Determined Contributions under the 2015 Paris Agreement.

Climate Protection and Action

AGRICULTURAL CLIMATE PREPAREDNESS Directs inquiry into the preparedness of the Philippine agricultural sector for the forecasted 2026 to 2027 El Niño event, toward anticipatory, evidence-based mitigation and adaptation strategies for farmers and producers facing climate shocks.

THE BLUE ECONOMY BILL Establishes a framework for stewardship and sustainable development of coastal and marine ecosystems and resources, and reorganises the National Coast Watch System into the National Maritime Monitoring System.

THE NATIONAL FEEDING AND NUTRITION PROGRAMME Expands the national feeding programme into a broader nutrition programme, widening its scope and coverage for undernourished Filipino children, with appropriated funding.

THE KALEPA PROTECTED LANDSCAPE AND SEASCAPE Establishes coastal and land areas in the province as a protected landscape and seascape, placing them under formal conservation management.

Human rights and democratic protection

THE MAGNA CARTA FOR HUMAN RIGHTS DEFENDERS

Codifies state responsibilities under the United Nations Declaration on Human Rights Defenders and establishes procedural protections in Philippine law for those engaged in the lawful promotion and protection of human rights.

THE INTERNALLY DISPLACED PERSONS BILL OF RIGHTS

The first national legislation, to our knowledge, to introduce climate displacement legal protections and framing in the world and one of the first instruments internationally to recognize climate displacement. The first comprehensive Philippine legislation recognising the legal personhood of internally displaced people. Provides legal recognition and protection for Filipino communities displaced by armed conflict, climate disaster, and forced displacement, translating international IDP norms into enforceable domestic law. The Bill addresses the protection needs of communities displaced by the 2017 Marawi siege and the country's growing population of climate-displaced communities.

THE COMMISSION ON HUMAN RIGHTS CHARTER

Strengthens the constitutional independence and statutory basis of the Commission on Human Rights as the country's National Human Rights Institution, consistent with the Paris Principles.

Inclusive Education

THE BANGSAMORO HISTORY CURRICULUM AND BANGSAMORO HISTORY MONTH

Introduces formal recognition of Bangsamoro history, culture, and identity into the study of Philippine history in basic and higher education, and institutes a Bangsamoro History Month.

THE NATIONAL EDUCATION AND WORKFORCE DEVELOPMENT PLAN Adopts the National Education and Workforce Development Plan and the recommendations of the Second Congressional Commission on Education as the ten-year national policy framework for education.

Technology and rights

AI CRIMINAL INSTRUMENTS

Companion criminal legislation criminalising the creation, distribution, sale, publication, promotion, and possession of AI-generated child sexual abuse and exploitation materials, and the non-consensual use of face and likeness in AI-generated content, defined as digital forgery and prosecutable as an amendment to the Cybercrime Prevention Act of 2012.

THE NATIONAL ARTIFICIAL INTELLIGENCE STRATEGY

The first Philippine legislation streamlining a national artificial intelligence strategy.
